Coordinates public procurement, including methodological and supervisory activities.

Prepares, awards, and oversees all public procurement contracts of the NLCR in accordance with applicable legislation. Carries out tenders or procurement procedures for investment projects in terms of substance, including communication with contractors or legal supervision in dispute resolution. Supports specialist departments throughout the procurement or tender process; prepares tender documents, contracts, protocols, appointment letters, and responses to additional questions and objections. Prepares expert opinions on public procurement and participates in evaluation committees.

  1. Public Procurement Department
    Prepares, awards, and oversees public contracts and ensures compliance with Act No. 134/2016 Coll., on Public Procurement, as amended
    Coordinates the procedures of the NLCR as a public contracting authority in awarding public contracts. Prepares tenders or procurement procedures for investment projects substantively, including communication with contractors or legal supervision in dispute resolution. Supports specialist departments throughout the procurement or tender procedure; drafts documents - tender documents, contracts, protocols, appointment letters, and responses to additional questions and objections. Prepares expert opinions in the field of public procurement. Participates in public procurement evaluation committees. Responsible for archiving activities and records management activities.

  2. Project Support and Structural Funds Section
    Provides legal services for public procurement and projects
    Prepares legal interpretations and opinions; establishes general procedures for applying regulations, including representation of the NLCR in court disputes. Supports the Public Procurement Department and professional departments throughout the procurement process. Drafts documents – tender documentation, contracts, protocols, appointment letters, responses to additional questions, objections, etc. Prepares and revises contracts and specific and expert opinions in public procurement. Also reviews internal rules and directives. Provides legal services in the recovery of claims arising from unpaid invoices. Oversees archiving activities and works with the records management service.
